PERSONNEL WORKING ALOFT
The following procedures should be observed when personnel are working aloft:
- Petty officer-in-charge submits completed check-off list to include:
-Radars, radio transmitters and rotating equipment tagged out.
- Nearby ships notified to tag out radars and radios.
- Obtained permission from CDO/CO.
- Safety harness and working lanyards available
- Safety observer dressed out and present.
- Quarterdeck should notify Duty Quartermastr to break flag KILO.
- Pass the word to commence working aloft (repeat every 15 minutes).
PERSONNEL WORKING OVER THE SIDE
The following procedures should be observed when personnel are working over the side:
- Petty officer-in-charge requests permission from the OOD via the chain of command. Some ships may have a check off list to include:
- Each person working over the side shall have an assistant to tend lines.
- All must have proper safety gear (e.g., life jackets, safety lines, hardhats, goggles).
- A camel must be positioned between ships or between a ship and a pier.
- Ensure area is safe from overboard discharges (steam drains).
- Allow work over the side in drydock ONLY with CO's permission.
- Quarterdeck should notify Duty Quartermaster to break flag KILO-ONE.
- Log time commenced and completed.
REDUCED VISABILITY
Turn on anchor lights.
Sound appropriate fog signal (if anchored at end of pier).
Consider securing boat operations.
Notify the CDO/Navigator.
Log all actions taken.
WORKING PARTIES
Determine size needed (see SORM for composition) and whether approved by XO/CDO. Working parties are usually scheduled in advance (check the POD).
Pass the word to muster the working party with the petty officer in charge at a designated location.
Do not pass the word repetitively. If a full muster is not promptly obtained, contact divisions individually (ship's policies may vary on how to handle this situation – i.e. “expedite mustering...”).
ANCHORING
- Ensure oncoming watch team is in position and ready to relieve underway watch team.
- OOD's main concern is dragging anchor, particularly in first hours after anchoring.
- Ensure Duty Quartermaster and CIC plot ship's position every 10-30 minutes (depending on weather conditions).
- Ensure anchor reports are received from Anchor Watch every 10-30 minutes (depending on weather conditions).
- Notify CDO/CO immediately if there is an indication that the anchor is not holding.

RECIEVING SHIPS ALONGSIDE
- Notify CDO, CO, DHs, Duty DHs.
- Pass the word for receiving the ship alongside.
- Ensure Duty Weps/Deck has line-handlers on station and fenders ready.
- Notify Duty Quartermaster to break flag INDIA.
- At the dip: "Preparing to receive you alongside."
- Close up: "I am ready to receive you."
- Log time ship tied up alongside
HERO
Receive reports from Duty Department Heads that all designated equipment is secured in accordance with the ships HERO bill
Direct the POOW to pass the proper word via the 1MC
Notify all other ships in the vicinity of the HERO condition set
Report to the CDO when HERO is set
LIGHT OFF PREP
Ensure evolution is IAW light-off orders signed by the Chief Engineer (CHENG) and the CO.
Obtain permission from the CO.
Conduct operations in accordance with checklist.
Enter it into the log.
RED CROSS NOTIFICATION
Incoming notification messages will come by phone (in CONUS) or through message traffic (out of CONUS).
Local SOPA Instructions should provide phone number of local Red Cross chapter and any special procedures to be followed.
In case the phone call is received on the quarterdeck, notify CDO or Chaplain at once. They will take the call, obtain the necessary information, and notify the service member.
In case of message traffic, Duty Communications Watch Officer (RADIO) will hand-carry the message to the CDO or page the CDO to Radio to pick up the message.
IN NO CASE shall the service member be called to the quarterdeck to receive the phone call, or be notified of family emergency by other than CDO/Chaplain/chain of command.
CRANE OPS
Secure the crew’s brow, as necessary, to ensure personnel safety.
Secure the pier in the immediate area of operations.
Notify the CDO at the start and completion of operations.
Ensure a safety officer is present.
UNDERWAY PREP
Follow checklist 72 hours prior to getting underway.
Ensure all preparations are being made on schedule IAW checklist.
When the OOD on the bridge assumes the watch, log it in the Deck Log, sign out and transfer the Deck Log to the bridge.
Ensure the quarterdeck equipment is properly stowed and secured.
OIL SPILL
Call away "Cease Pumping" over the 1MC
Call away the Oil Spill Containment Team (1MC)
Ensure the source of the spill is secured. Stop pumping.
Ensure efforts are being made to contain the spill
Call base operations/Coast Guard for additional help:
- Oil booms
- Oil skimmer
Check special bill in the SORM and SOPA instructions
Notify the CO and SOPA
Log the spill
LOSS OF ELEC POWER
•Call away Security Alert. If the 1MC is inoperative, send a messenger throughout the ship with a police whistle.
•Ensure engineers take proper action to include:
- Starting emergency generator
- Starting fire pump or rig P-100 for fire fighting
- Restoring lighting and ventilation
•If on shore power, call Public Works to find out cause of power loss.
•Log the power outage.
FLIGHT CRASH
Direct the POOW to pass the word to muster the Crash and Salvage Team with the Duty Fire Marshal.
Consider requesting assistance from other ships on the pier or the fire department.
Notify the CDO.
Place all pertinent information in the Deck Log.
Notify other ships in the area.

POLITICAL ASYLUM
the protection and sanctuary granted by the US government within its territorial jurisdiction or on the high seas to a foreign national who applies for such protection because of persecution or fear of persecution on account of race, religion, nationality, membership in a particular social group or political opinion
TEMP REFUGE
the protection afforded for humanitarian reasons to a foreign national in a Department of Defense shore installation, facility or military vessel within the territorial jurisdiction of a foreign nation or on the high seas, under conditions of urgency in order to secure the life or safety of that person against imminent danger, such as pursuit by a mob
PA AND TR PROCEDURE
Political Asylum will not be granted to an individual in a territory under foreign jurisdiction. Since the decision on asylum is a function of the State Department, the applicant should be referred to the US embassy. In instances occurring on the high seas or territories under US jurisdiction political asylum will not be granted. However, the applicant will be received on board and afforded every reasonable care and protection permitted under the circumstances until the State Department reaches a decision on petition for asylum. Temporary refuge will be granted to individuals in territories under foreign jurisdiction as well as on the high seas and territories under US jurisdiction.
SRF
The Security Reactionary Force consists of a minimum of 2 personnel. The SRF ensures the security of predetermined spaces, remains on-station until directed by the CDO and is the first to respond to a security alert. The SRFhas 5 minutes to respond to a security alert. Members of the SRF, the BRF and the RF cannot be assigned to the fire party.
BRF
The Back-up Reactionary Force consists of a minimum of 3 personnel that search and secure the ship based on the threat and as directed by the CDO.The BRF has 10 minutes to respond to a security alert.
MORNING COLORS
0745 SOPA promulgates any special instructions. The evolution is coordinated using either
bridge-to-bridge radio, CEWN, or by flaghoist.
0755 Close up PREP. Pass, "First call, first call to Colors" on the 1MC. Pass no word on the 1MC
between first call and colors unless it is an emergency.
DRESS SHIP
Occasions: U.S. national holidays and sometimes when in foreign port.
Procedures:
•Largest Ensign on the flagstaff
•Regular Ensign from each masthead
•Largest Union Jack on jackstaff
•If half-masting or dipping is required—dip only the Ensign on the flagstaff and Union Jack.
•Ensure that all rotating antennas that may interfere with the display of flags from the masthead(s) are tagged-out.
FULL DRESS SHIP
Occasions: Fourth of July, Presidents day, when directed by higher authority.
Procedures: Same as Dress Ship, plus "rainbow of signal flags" as prescribed in NTP-13(series).
Halfmasting or Dipping: If half-masting or dipping is required—dip only the Ensign on the flagstaff and Union Jack.
